Facilities Procurement Spcialist at University of Washington, Seattle

HFS provides on-campus housing to over 7,800 student residents and operates over 40 dining and café locations that serve the entire campus community. In order to successfully accomplish this, we employ over 1,200 student, classified, professional staff and student staff members who work throughout HFS, providing residential and dining services to the campus, as well as additional campus services such as the Husky Card (the campus ID card), conferences and catering. We seek continuous improvements to our services and have embarked on a 15-year plan to create new housing and dining communities and enhance the residential experience for students. HFS staff members support the University’s focus on the undergraduate experience through many programs and services—providing students a smooth transition to living on their own.

HFS’s Student and Financial Services team is looking for a process-improvement minded Facilities Procurement Specialist (Fiscal Specialist 1) who can support our Facilities team in purchasing, inventory management, budget maintenance, expenditure control and fiscal analysis.

Responsibilities:
•       Coordinate all supply requisition activities for custodial and maintenance operations, including delivery to worksite. Provide expertise on entire supply chain, including sourcing, purchasing, receiving, and accounting.
•       Act as subject-matter expert on purchase requisitions and pro-card transactions. Assist other units with purchasing as needed.
•       Assist with budget maintenance and control. Allocate purchases to proper budgets and cost centers. Ensure proper approvals and classification of goods.
•       Ensure compliance with all departmental, institutional, and state policies, rules, and regulations. Responsible for following correct procurement procedures and maintaining purchasing documentation that can withstand external audits.
•       Maintain accurate records of Material Safety Data Sheets for maintenance and custodial supplies. Assist with creation and maintenance of “green cleaning” plans in alignment with department’s sustainability goals.
•       Assist with equipment inventory.  Work with HFS point person to ensure equipment purchases are appropriately received, tagged and recorded.
•       Administer cell phone program for the Department. Oversee purchases and billing, review plans for cost effectiveness, facilitate repairs and replacements, and prepare annual status report for senior leadership.
•       Recommend, implement, and maintain process improvement initiatives as needed to ensure efficiency and accountability in purchasing processes. Maintain documentation of processes and procedures.

Minimum Qualifications
Three years of fiscal record keeping experience, or equivalent education/experience.

Desired Qualifications
•       Experience with Microsoft Office suite, including Word, Excel and Outlook.
•       Familiarity with maintenance and custodial supplies.
•       Experience using Microsoft SharePoint.
•       Experience with procurement at a state or federal institution.

Conditions of Employment
•       A satisfactory outcome from criminal background verification is required prior to hire.
•       Membership in the Service Employees International Union (SEIU-925).
•       Valid Washington Driver License and ability to drive University vehicles.
•       Within first 90 days of employment, must successfully complete required online training courses through Washington State Department of Enterprise resources.
•       Within one month of hire date, successfully complete University of Washington ProCard Cardholder Training.

Physical Requirements
•       Ability to lift up to 50 pounds.

This position will work a scheduled that Monday through Friday, 8:00 a.m. to 5:00 p.m.
The salary range is $2,999 to $3,995 per month + benefits.
